The new Capt. Billy continued to revitalize a fleet which was only half converted to diesel, undertaking a massive rebuilding and replacement program which saw Bisso's fleet triple in size during the 1970's.

In the mid-1980's, Capt. Billy was joined by his sons, William, Jr. and Scott, in the operations. Bisso continued its modernization program by embarking on a new building program in 1991, which has seen Bisso take delivery of five new tugs in the past eight years.
